Every contractor believes they lose tenders on price. Sometimes that is true. More often the bid was beaten by something that had nothing to do with the number at the bottom.
Here is what actually costs contractors work in the UAE market.
Bidding on everything
A contractor chasing every enquiry that arrives will submit twenty tenders and win one. A contractor who filters properly will submit eight and win three, with less effort and better margin.
Before pricing anything, ask four questions. Is this the type of work we deliver well. Do we know the consultant or client. Is the programme realistic for our capacity. Do we have any relationship advantage here.
If three answers are no, the tender is a waste of your estimator’s week. Decline it and put that week into the two you can actually win.
Not reading the tender documents properly
The BOQ is not the tender. The specification, preliminaries, conditions of contract and drawings all carry cost, and they contradict each other more often than most people expect.
Read the preliminaries carefully. Working hours restrictions, access limitations, temporary services, the required insurance levels, retention percentage, payment terms and liquidated damages all have a real price. A contractor who prices the BOQ items and ignores the preliminaries submits a number that looks competitive and delivers a loss.
Sending an RFQ too late
If you send supplier enquiries three days before the tender is due, you will price half the package on assumption.
Issue your material and subcontractor enquiries in the first two days of the tender period, not the last two. The rates that come back in time are real. The rates you guess are how a job goes wrong before it starts.
Submitting without qualifications
A qualification is not a weakness. It is how you protect yourself while staying competitive.
If the drawings do not show a ceiling detail, state the assumption you priced. If the specification names a product with a twelve week lead time and the programme is sixteen weeks, say so. If the site conditions are undisclosed, exclude the risk.
A clean qualification list tells the consultant you actually read the documents. A submission with no qualifications on an incomplete tender package tells them you did not.
A weak submission document
Two contractors submit the same price. One sends a spreadsheet. The other sends a structured document with a covering letter, a clear priced schedule, a programme, qualifications and exclusions, company profile, trade licence, insurance certificates and relevant project references.
The second one gets shortlisted. Not because of the price, but because the consultant now believes they can manage the job.
This is the cheapest competitive advantage available to a small contractor and most do not take it.
Missing the deadline or missing a document
It sounds obvious. It still happens every week in Dubai. A submission arrives without the trade licence copy, or without the priced BOQ in the requested format, or thirty minutes late.
Build a submission checklist and have someone other than the estimator check it before the file is sent.
No follow up
Most contractors submit and wait. The tender goes quiet and they assume they lost.
A short, polite follow up email a week after submission does two things. It confirms your bid was received and complete. It also keeps you in the consultant’s mind while they are still evaluating.
Ask for feedback on every tender you lose. Most consultants will tell you where you sat. Over a year that feedback tells you exactly whether your problem is pricing, presentation or positioning.
The underlying issue
Most small contractors in the UAE have one estimator, or an owner doing estimation between everything else. That person can produce a good tender or a fast tender, but rarely both.
The result is either a small number of strong submissions and missed opportunities, or a large number of rushed ones with a low hit rate.
